I don't want to get into the other fight, but to answer this:
People who don't have a close relative in the U.S. or a company to sponsor their visa, and don't qualify for the diversity visa, and don't have a U.S. citizen to marry them have few if any at all avenues to come legally to the U.S. That's what I meant for no line for some people to queue up behind it. I meant that some people don't have any legal option to come to the U.S.
The length of each queue is better found in the link provided by Boatbod towards the top of the thread, basically it is published in the visa bulletin each month. Length of the queue depends on the type of family relation and country of origin.
