Citizenship without immigration

The only thing I know is I read once a Medical Doctor and Scientist with special ability was given Citizenship without being permanent Residant.

Please provide a link to the bill or law that granted this special citizenship, otherwise I'll take it as hearsay, and that whomever wrote the article made a mistake ;) Think about it, there is no reason to give direct citizenship to a medical doctor no matter how special he is, permanent residency is probably good enough for him/her.

Maybe CIA need someone's coopreation for a very important matter and
that person requires immediate citizenship as condition for such a cooperation. In such case, direct citizenship without PR first may be possible

I would still like to see the bill and its enactment if that was the case, or the provision of the law that would allow this ;)

I understand that in principle it is plausible, that we have a tendency to think that for government and Congress there are no limits, but I think they also need to follow the law, or write new law, not be above the law. So, if this is possible there has to be some law that allows these special cases. My experience is that whenever a press report, or press release talks about giving citizenship to someone, they really mean giving them permanent resident status (Green Card).

These are honorary citizens. Don't know what rights a honorary citizen have

a citizen if such a person is very hated by the public but there is no criminal law to convict him either no immiogration law to kick him out?

See Article I, Section 9 of the U.S. Constitution, forbidding bills of attainder.
 
WBH, you have a fertile imagination, you still haven't proven that Congress can confer naturalization with a private bill, and you are jumping onto the de-naturalization issue ;)

To answer your question, no, I don't think that's been done or can be done. Remember, Congress doesn't have absolute power, this country works on the principle of checks and balances and separation of powers. If Congress tried to pass such a private bill it would most likely be stricken down by a court. Anyway, may I suggest that you invest some of the time on researching these matters.

The bottomline is citizenship is possible without GC first in theory.

Absolutely NOT!!! If they could do it, then Bush wouldn't have been in office for that long...:eek: He could have been de-naturalized for stupidity sake..:) He naturalized by a semen from his dad to his mom...:eek:
It is unAmerican to hate people, but is being a good American to allow hate speech on public airwaves...:rolleyes:

As I wrote above, Section 9 of Article 1 of the U.S. Constitution specifically prohibits the Congress from enacting bills of attainder (that is laws specifically punishing in some way particular individuals listed by name in such laws). Thus any attempt by the U.S. Congress to take away the citizenship of a specific person would be unconstitutional.
