citizenship question

Hi,

I was wondering if anyone can assist me finding out if I am, by legality, a dual citizen.

I was born in the Philippines in 1983 on a US base. My father was a naturalized US citizen at the time and my mother was a filipino citizen. My birth certificate only claims my US citizenship. By right, am I able to claim that I am a dual citizen of the US & Philippines?
