I read somewhere that Applicant must wait until you have lived in the state or district for 3 months to apply for N-400.

After filing for N-400, is it ok to travel outside USA?
Or is it required that the applicant needs to be physically present in USA till the citizenship gets approved?

--Yes. You need to have physical presence for 3 months in the state/district where you're filing prior to filing.

--- You still need to meet all physical and continuous presence requirements at the time of interview and oath ceremony (final approval). Doesnt mean you need to be physically present all the time, but if your absence results in your not meeting these requirements at the time of interview/oath ceremony, the application will be denied. All trips from the time filing to the time of interview has to be presented to the interviewer at the time of the interview.

Do u have to be PHYSICALLY present in US when u apply for USC? If you met all the conditions, can someone mail ur application while u r out of the country?

If your application is filled out, ready to go with the supporting documents AND you have met all the requirements... then you can have someone mail it on your behalf. Are you going to have your attorney mail the application????

I was thinking more of a relative sending in.
Do I have to get a lwyer. I saw the form and it looks simple.

When you sign the N 400 fuly filled in, you have to put "date" along with the signature.
You should ( put the date when you are/were physically present in US. Thsi will avoid unnecessary questioninng at interview.
However , I would suggest , on safer side : File the N 400 while you are actualyy present in US and also mail it while you are there. Furtheremore,
you should wait for a week before you actually leave US so as to ensure that N 400 is received and you get PD when you wee actually present in US.
My advise: If circumstances are not too compelling for you to leave early, please
file and mail N 400 while you are in US and wait for another 7 working days to ensure a PD before you leave US.
