I know someone who has three tickets on his driving record - he is 21 yrs old and one ticket was for speeding and second was for not stopping at a stop sign and third was for not stopping at a red traffic light.

Does this impact his citizenship application ?

He does not have any DUI

My 2 cents here

It should not effect the application but should be mentioned clearly without hiding any facts (be frank from step zero with BCIS or else they can get you! Also talk, write and reproduce the same thing when asked/talked/written. So keep copies of what you send to BCIS). Even DUI may not be problem but lying about it is definitely will be :)
