The child is cdn (in addition to the USC by birth) if one of the parents is cdn AT THE TIME of his/her birth.

I have a related question. Me and my wife are both Permanent Residents of Canada. Our daughter was born last year in the US where we are living (but are planning to move to Canada in the next few days). I went to the Immigration Office in Windsor to ask about the procedure to apply for a PR card for my daughter and the person said that she is already a Canadian Citizen and asked me to fill out the Citizenship Certification Form. When I downloaded the form it does not mention anything about the parents being permanent residents (only citizens). Was I given the wrong information? Should I still fill this form and strike out the citizen questions and mark them as Permanent Resident?
You were given incorrect information. Your child is not a Canadian citizen. When you move back to Canada, you child will enter Canada on his/her US passport. Once you are back in Canada then you sponsor your child for PR status.
