citizenship problem

My sister and I are here in U.S and we are both BS Pharmacy graduate from the Philippines. I am a licensed pharmacist back home but my sister is not since she is an american citizen and cant take the licensing exam in the Philippines since the requirement must be a filipino citizen. Our problem is the NABP, asking for her license where she graduates.She is working right now as Pharmacy Technician but very willing to take the fpgee if allowed.
