Citizenship application-- how do they define excluded?

New here need a little help with the questions on the citizenship application for my wife.

How do they define excluded?
My wife was denied a visa because of an overstay. She stayed out for the ten years and now has a green card and has been a resident for 3 years. In her citizenship application should she list(denial of a visa because of the overstay) this where they ask if you were ever excluded from the US?
