Citizenship and Selective Service question

My husband and I are in the process of filling out his application for citizenship and we encountered question 46, which is about registering for the selective services. My husband came to the United States on a visitor’s visa when he was 24 (in 2003) and after his visa expired he stayed in the United States. We married in July of 2008 and my husband received his green card in January of 2009. It has been 5 years since he has had his green card and we are now applying for him to receive his citizenship, but with the complication of the selective service question. The question asks if he is a male who was in the United States between his 18th to 26th birthdays and yes he was. For a short time he was on the visa and for another part of that he was illegal. Was he required to register even though he was illegal? How do we answer this question? Could this complicate things? Do we need to obtain a status letter from the selective services? How do we fix this? Thank you so much for everyone’s help.
 
No, he can explain this. Anyway, he's over 30 or whatever the threshold is for someone who never registered when he should have.
 
To answer your question, yes, he was required to register once he was no longer on a valid nonimmigrant status, and before his 26th birthday. So he needs to say he didn't register, and attach an explanation. Since he's over 31, it should be okay.

Same/similar problem here (arrived at 22, illegal 23-27, legal from 28, now I am 39).
Do I need the "status information letter from the Selective Service" than?
