My father took his oaths last december, my sister, who has a green card, has not been in the US for 5 yrs. She is 20 yrs old. Is she automatically a US citizen too if she chooses? Or does she have to wait 5 years then file for citizenship?
She needs to apply for US citizenship after she satisfies requirements for that. She needs a returing resident visa to enter US. Only after that she can start satisfying presence requirements for naturalization.
No - the Child Citizenship Act of 2000 has a cut off date of 18 years old. Since your sister was 20 at the time your father naturalized, she did not automatically derive citizenship through him. She needs to wait out the complete 5 years as a permanent resident and apply by her own merits.
