Citizen friend getting married in India...

My friend who has citizenship in the US is going to marry a wife with Indian citizenship. She will want legal immigration status in the US and eventually US citizenship.

What is the proper process and how long does it take? What are the conditions?

1) If she is in India, than she has to go through consular processing at nearest US EMBASSEY. --- http://www.visajourney.com/content/i130guide1

3) Now, if she is out side USA, than her husband can also file, K-3 visa (I-129F..not sure but this is the form), concurrently with I-130. (One has to wait until he/she receives Notice of Action - 1, for I-130). She still have to go to US EMBASSEY to get K-3 visa. After getting K-3 visa, she can travel to USA, and apply for AOS and just stay with her husband for ever once her status gets approved. http://www.visajourney.com/content/compare#k3

In the previous times I-130 for consular processing petition was taking a long time, so USCIS has introduced K-3 visa, option which can allow alien spouse to GET to say with her USA spouse AT EARLIEST. But now a days I-130 processing time and K-3 visa processing time is getting similar, so basically there's no point in going through K-3 visa option. At least that's what I learned from updates - www.travel.state.gov
also look for processing dates on USCIS website as well as in EVERY MONTH'S VISA BULLETIN for getting a real approximate idea of how long it will take for each type of cases.
