Citation question for citizenship

My friend -she had declared Chapter 7 bankruptcy. Now she is going to apply for citizenship. I have 1 question on her behalf - is personal bankruptcy considered a citation ? I am assuming if not, then she need not mention it.
Or does the INS does credit check also? Thanks.Please advise.
 
Bankrupcy is not a citation, and the IRS does not do credit checks. However please do consult a lawyer on this issue.

not sure if it is a right: under certain circumstances, a person, natural or otherwise, may not be able to declare bankruptcy.

it is a proceeding in the US court system.

Filing for bankruptcy is indeed a legal right. However, some debts (e.g. student loans, taxes) cannot be cancelled.

She does not need to mention bankruptcy on the application form.
