Choice of Agent and Address form

Hello,
For five years we have been trying to get my wife's son approved for
a visa and finally we got the news that he has been approved and
the case was sent to New Hampshire. I recently got a letter from
the INS where I had to sent them 70 dollars. They also sent us a
copy of a Choice of Agent and Address form. (it is just a copy for
us to look at) Now, he has received his package and that form
DS-3032 is in there. He lives in Estonia. Which is better; for him
to act as his own agent or for us to act as his agent?
He doesn't speak good English. I am worried about how long the
mail to Tallinn would take. But I don't know if we (or my wife) acts
as his agent if we would have to travel to Esonia. Any one have any
experience with this form or ideas or recommendations?

As a matter of fact the beneficiary should have received the choice of agent form(In Esonia). Is it so?

If postal system in your country is good and if the address of the benefiaciary is current you shouldn't change the address. However, keep in mind that he/she has to fill-up all the forms & mail it to NVC. If you think that you can do better job in paperwork, give your address, so, you can complete all the forms and then send the beneficiary to sign & then he/she can send it to NVC/consulate in your country.

I am not attorney, but thats what I feel ...
 
My advice is that you can call or send an email to the Consulate in Estonia to check out how is the process if you select yourself and your wife as an agent of her son. (if you have to travel to Estonia).

Do you have family who are fluent in English and can help him with the packet for Consular processing?
