Child issue after married foreign husband in US

I will be a US citizen marrying a naturalized Belgian citizen (orig. from Tanzania) and doing Direct Consular Filing in Belgium. He has a daughter, of Tanzanian nationality, still over there, whom he wants to bring over to the US. It does not seem that there is the opportunity to get her to come to Belgium first.So we will proceed from the US.
1)How soon can he start the procedure? 2)What is the procedure? 3)how long does it take?
Is there any other alternative (fastest?).Thanks everyone! FG
 
I am pretty sure that you can petition for a step-child while you petition your husband.

As long as the child is under 18.

on the I-130 there is a spot there to list all people directly related to him.
 
Thanks BB! Do you think it might work since they (father and daughter) have two diffferent nationalities and are located in two different places? So the US embassy in Belgium does not need to see the child "physically' to approve of her coming to the US? Does the US embassy in Belgium work with the US embassy in Tanzania? Thanks you for your answer(s).
 
Thank you Lucy for the two websites. They provided good info but not much for this very specific case. The daughter is not with her father at the present time and as said above, they are now of different nationalities. I can use the US embassy in Belgium because my future husband is now Belgian but how do I convince the US embassy to include his daughter if she is not physically present? She is not a Belgian national.Has anyone been in this situation? Thank you!
