Chicken and Egg - Wk Permit vs Job Offer

HRDC require to have a valid job offer to evaluate the work permit application. However, most employers require that the candidate must already have the work permit!

Any help how can we get a job offer or convince the potential employer? Any good web site / recruiter's site for MBA jobs?

Any help will be appreciated.

As per my knowledge, getting a canadian work visa is very tough.
I know couple of cases who were refused even after having job offer and hrdc approval. The visa officer has to be convinced that it is impossible to find a suitable person within canada.
