Chennai - Extra Wait?

Looking at the <cptracker.com> find a lot of Chennai folks waiting since mid-April to hear from the consulate. While I keep reading Mumbai & Delhites hearing within 15 days of NVC forwarding the case. Is this extra wait for Chennai folks normal?

You'll need to call consulate in 2-3 weeks after NVC forwards your case.Other wise they will send appointment letter 3 weeks before the scheduled interview.

They would be hearing after calling the consulate. The consulate does not proactively inform them the rct. of the packet.
