I thought it might be helpful to have some timestamps for the State Department's Visa Bulletin videos, for those times when they mention DV related issues.
For anyone who doesn't know, these "Chats with Charlie (Oppenheim)" videos are announced in the bulletin - scroll down to the end and follow the youtube link. Charlie Oppenheim controls the numbers in the Visa Bulletin. The videos are quite long and most of the discussion is around other categories, so hopefully this will save people some time in finding the relevant DV stuff.
Here is the chat for the May bulletin.
These are the DV related questions that I noticed:
3:20 - When will Egypt be current? All regions were made current as of June based on the amount of documentarily qualified demand indicated to Charlie's office. This is expected to remain for the year, and all counrtries are expected to be current by JULY.
12:10 - Why are KCC document letters not being sent in CN order? - Charlie doesn't know. Contact KCC.
16:55 - When will Nepal be current? JULY will be current for all countries. This is to maximize usage for applicants who have acted in a timely manner and submitted their docs to KCC.
17:50 - Are Hong Kong natives to be regarded as Chinese? (Question doesn't mention DV, but Charlie's answer does). For DV, please refer to DV22 instructions.
24:50 - What's the reason for the high DV selection numbers? To maximize usage. Some don't follow through; some are denied etc. They had to proceed under the assumption that normal processing could return. They wanted to avoid the situation where they run out of applicants.
34:30 - Why is it so hard to release the VB on the same day every month? The aim is to release it on or about the 8th. But it has to be cleared by people in foreign posts who are very busy with other things.
37:40 - Will there be retrogression of DV cut off numbers if KCC progresses enough? They do not believe this will happen, based on the response rate (very low compared to previous years). There's always a chance of "corrective action" which can include retrogression, but there's currently no reason to believe that will happen.
Please note these are my best attempts to catch all the DV questions and summarize them, but I could have missed things, or misinterpreted them. I'll try to follow up on this for future bulletins.
