Is chargeability area (country to which visa numbers are accounted to) based on current nationality or country of birth? I’m planning to file for green card for my sister. She was born in India and she is Irish citizen. Will she be assigned visa number form Ireland quota or India quota?

She will be counted under India, unless her spouse is from another nation.
