While entering at POE mention that you may join a school in US.
Try to get admission in any school, get I 20.
Apply for Change of Status (COS) from B to F1, (financial support evidence is must) it may take 90 - 180 days, upon approval you can start studying the school. You do not need any visa stamping if your F1 approval comes with a I 94 at the bottom of it.
