Change to premium processing midway

My notice date is 4/13/02 and I still haven't received my H1B transfer. My application was filed using normal processing. Can my attorney's change it to premium processing midway through the process? Secondly, is it normal that H1B transfers/extension approvals are taking so long? My application was made in Vermont SC
 
Yes U can

You can change it to premium processing. After premium processing was introduced normal processing approval rates have dropped down.
