Change of Status
Context: I got H1B visa in oct 2006 and i got it stamped in Mar 2007 from A company but i didnt not come on H1B. because while i was working for Company B in india still , it transferred me to USA on L1 visa . Now i am just doing advanced planning in case Company B layoff me ( i am currently on L1-b Visa), is my H1 B Visa valid.
Can
1. A company employ me on that same H1 visa on which it sponsporred for me
2. do i need to apply for a new H1 Visa in this 2008 quota?
3. Can i join Company c on this stamped H1 of 2007 ( with name of Company A)

You will need to find an employer first who can apply for H1. Yes, you can still use the previously approved H1 and you can apply any time. No need to apply with the new applicants. You were already counted in the past and you can use the remainder time. Your old visa stamp is valid till it expires, regardless of your employer. You can use this for any employer who has an approved H1 on your behalf.

For COS from L1 to H1, you can only start working for the new employer after your H1 is approved with a COS. You can apply for COS on the I-129 itself.
