Change of status(COS) from H1B to F1 or B2 visa

My H1B 6 years period gets over in March 2011( I have used 4 years of H1B). My I-140 is also approved. If I change my status from H1B to F1 or B2 visa, then afterwards:

1. Will I be able to change my status back to H1B and use the remaining 2
years cap exempt period of H1B?

2. Do I need to go for stamping on getting change of status(COS)?

Yes.
2. Do I need to go for stamping on getting change of status(COS)?
No, stamping is required for traveling and returning only.

Apply for COS asap if you are out of job.
 
Having I140 approved,there is a chance that COS to B/F could be denied.
Have a plan B just in case.
