Change of address

I understand that LPRs have to notify USCIS of their change of address. Do they still have to do it even though their are not in the US (living abroad) and they have no pending case with USCIS?

The purpose of AR-11 is to notify them of your moves within the US. You're not supposed to report your address changes outside the US if you're not involved in an ongoing immigration process which requires it.
