Hi,
When I called USCIS (1800...) to notify them on address changed, they ask me if the employer representative (HR...) is attending with me to confirm the new address.

This is totally weird!!!
They justify it and I quote:
"Since the I-140 is the Employer application, thus he has to be present and ask for the change of address".
Is any one had the same experience or it's only me?

Indeed! The I140 is the employer application and any change should be requested by them. You are only the beneficiary.

Anyway, it is not important to change your address on the I140 as all correspondence will be done with your company.
