Change of Address Rule

I work here in US , and i have H1B visa. I changed my address 10 months ago when i found a new job and moved to another state to join my employer. Few days ago I got an email from a friend of mine saying that non-US Citizens are required to notify INS about their address change with in 15 days. Consequences include Deportation, Prison and fine. I never heard of this law and had no knowledge about that 10 months ago. Now all of a sudden , this email is telling me that i am a law violator. What should i do ? Should i send letter to INS via certified mail letting them know that i changed the address 10 months ago? but whats about the time , its already 10th month going? Is'nt that already too late?

I am planning on travelling outside US, what type of consequences i could face when i re-enter US?

By religion i am a Muslim and considering the current situation I want to be on the safe side. I will appreciate if somebody provides his expert opinion to help me out. Thanks in advance.
 
File AR11 (find it in INS web site). Since you are tracebale through your employer it is not a serious issue. Change of address is to be taken seriously for green card holders.
