Change Interview location

GC for parent.

Parent is now in Canada - on a student visa doing Phd.
We are at the DS-230 stage now.
Interview will be in Madras ( I am guessing as case # is MDR... )
Any way we can move the interview to a US embassy in Canada or does one need to go to the home country (India) ?

If the parent has legal status in Canada (besides visitor status), then the interview can be moved to Montreal instead of Chennai.
