Change Greencard processing from consulate to USA

My mother-in-law's greencard application was approved with her originally planning to proceed in her home country. She, however, came to USA as my wife has given birth a new child. I had two questions:

(1) Can we transfer the greencard processing from consular to within USA and how?

(2) She has six months permission to stay in America. Once we file the I-485 is her stay still valid until the greencard is issued?
