Change from lawyer to self for Packet3

CP gurus,
Please give me your valued opinion-my lawyer is frustrating me and I feel they are no use to me at this point. rather they are adding to the delays.
Right now I am waiting to hear from them if the IV fee bill has been received.
Can I file a DS-3032 and have packet 3 sent to me directly instead of the lawyer? Will it delay anything? Company has another lawyer too that I can avail services from, we switched primarily because of their shoddy service. My GC processinf was started with them so I am just continuing but I am now at the end of patience with them.
I've filled out DS-230 and have all the necesary information except for the PCC.

Without the fee bill I dont think you can go far. Even if you fill out the DS3032, you will need the fee bill to pay the fee, which is sent to the petetioner. The DS3032 only allows you to have all the further correspondence directed to you or an agent as your choice. Does the AVM at NVC mention if the fee bill was sent ? If it was then it should not take more than a week for it to arrive.
