Chances of Visitor visa denial

Guys,
One of my freind's mother has Visitor Visa of USA till March 2004.
She dosnt want to come to USA till MArch and she plans to visit here in May 2004, obviously she will have to reapply for visitor visa. What are the chances that she will get the visa, as I have heard that once you dont visit on valid Visa next time they give hard time as they say why you didnt travel for the period when you had valid visa.

She should have no problems getting another visa if she meets all the requirements. What you heard is not true.
