Chances of F1 for a PG holder in Commerce

Hi,

Does anyone know what are the chances for a person holding a PG in Commerce
to get an F1 visa from an Indian cousulate? I'm a GC holder and am looking for
ways to obtain an F1 visa for my fiancee. I greatly appreciate any information
anyone has about this.
