HI EVERYONE

AFREIND OF MINE in canada on tourist visa which expire after 5 months , what are the chance for him to get visa to USA , CAN HE APPLY AT THE USA embassy in canada ? and what document he have to provide with that ?

Your friend has better chances applying at the embassy in his/her home country. Embassies and consulates often do not entertain foreigners petitions unless they have some kind of legal "non visitor" status in that country.

But, I am sure our Canadian friends may be able to shine some light on this.

We're probably the worst people to ask, because almost no Canadians have ever received a US visa. Most don't even know what an I-94 looks like.

You are by and large correct; unless the OP's friend has the right to reside in Canada, it is entirely within the consulate's discretion to merely give him an appointment, never mind issue the visa.
 
I am not sure about B1/B2, but I changed my status from F-1 to J-1 in 2000in vancuver, no problem at all.

B visa is totally unrelated to an F or J visa. So, your experience for changing from F to J was well within what the US Consulate can do or issues. J is more nice because at least, someone is paying for all your costs...:cool: However, visiting the land of the Canadians, and merely going to the US Consulate for a US visa might not fly...:rolleyes:

However, he should just try to see what will happen..... He should try to fail, but never fail to try... :p I am yet to come across a law which prohibits requesting a B visa while in another country other than your own, it is merely a practice which might have been adopted after September Guiliani....:confused:

Ah yes, I remember it well. Went to Montreal in 1998 with 5 colleagues for H1B visa stamping (UK passport). Got put over the grill in the US Consulate as why 6 Brits were coming to Canada for visa stamping when we should be getting it done in London. Then of course the questions started whether we were working illegally in the US... :eek: 3 of us got stamped, the other 3 (incl my wife) got told to go to London. Fun times!
 
I don't know exactly what is needed, but my aunt in Canada has a friend. This friend has a Canadian tourist visa, allowed to stay in Canada for 6 months and they all went here to the US. They got the US Visa from Canada and went here for a week.

Like everyone's said, it is technically possible to receive a visa from Canada as a Third Country national, but it's entirely within the discretion of the consulate. They are under no obligation to even let you in the building.
