Certified copy of birth certificate?

What do they mean by "certified" copy of birth certificate? Do they mean notarized? Or do they mean "write 'this is a true copy'" and do a self-attestation??

Certified ... without knowing the context which might dictate specific handling of certification, it usually boils down to either of the two:
#1. If you are based In India, then do self-attestation
#2. If you are outside India, then get notarization or embassy certification
