If you were a U.S. Permanent Resident, it used to unnecessary for you to obtain a visa for travel to Mexico as a tourist (even if you needed one before becoming a PR).

Citizens of certain countries who are U.S. PRs must now obtain an approval from the "Mexican Immigration Authority" in Mexico City before travel, which can take up to 3 weeks (or more). You\'ll need to visit a consulate in person with copies of your passport, PR card (or stamp), copy of a bank statement, and a letter verifying your employment, plus complete a questionnaire.
You should call your consulate for specifics, since most consulate websites have not yet been updated with these requirements.
