Case Transferred

When or why does a case get transferred to local BCIS? Can anyone please lead me to the thread if this has already been discussed?

There are plenty of thread

if you do search...
but some common reasons are
1) Officer was trying to meet his/her Quota
2) Company change
3) Marriage just before filing for 485
4) Incomplete form
5) Incomplete medical
6) Prior arrest

There is no specific reason for it. Generaly, we found EB1 cases get transfered but again it depends on BCIS......................
