I am just wondering, if for example I am going to be current in March after looking at February bulletin... Does that mean I will be interviewed ONLY in March? Or if I have very low CN, e.g cut off was 13000 and my CN is 13500 I might be interviewed in February??

I don't get what you are asking for brother. But here are the cut-offs, and any case number below these cut-offs are going to be interviewed in march 2013.

Asia 5200
Africa 25850
Europe 16200

But, suppose one sends his/her forms late to KCC, and by the time his/her case number is current, and his/her forms have not been completely processed, he/she would have the interview in the upcoming month, not March. Best of luck!

Yes you could be interviewed in feb but certainly no later than end of march.

its not. bulletin clearly says that the numbers interviewed in particular month are BELOW the cut off number. what means if cut off for EU in February is 13400 all the numbers below will be invited for interview. number 13401 will be scheduled for march.

Last month, having missed getting current by a mere 40, I talked to KCC, and they told me that my interview would be in March. So, I think, it is not possible to be interviewed earlier than one's cut-off month.

perhaps it is country specific, say your country had only couple of selectees for that particular month under the given case number thus you may have a shot if they want to interview more people. In that case you will get your 2nd letter email.
Bulletin numbers are only a guide on a continent level on the progress and the projection.

Then, why didn't they send me the 2nd NL, for my interview in february. I missed being current by a mere 40. Can I still hope to be interviewed in maybe late February? I am current for march anways, becuase of the latest number for asia is 5200.

And on that ankara site, the highest asia is 2013AS4296, why not anything above 4300. Clearly, it indicates that they cannot cross that barrier.
