carrying passport overseas -- advice appreciated

Dear friends,

I applied for my Canadian PR and have an AOR of Nov 2005. Just a few days back, I was informed that my case was transferred to the New York office from Buffalo. The thing is that I filed my application while living in the US. However, I no longer live in the US (I'm in Europe now) and I was wondering how things would proceed from this point on. My queries were:

1. Will the case be transferred out of the US to an office here?
2. If the case is not transferred, can the visa be stamped at a local canadian office here i.e. not the New York office?
3. If the above 2 is not possible, can a passport be sent with an authorized representative for stamping or will I have to go to the US personally? This is assuming of course than an interview is not needed (but if an interview is needed, can it be transferred as well?)

Sorry for so many questions. I appreciate anyone's guidance in getting some answers. Thanks for your kind help.

I don't have personal experience but from reading these forums I think that if you do not inform the CIC of your move you will have to come to the US for interview(if needed) or any other stamping will have to be done thru NY

If you inform them of your move you case will be moved to whatever location your are at. any other developments on the case will then be taken care of by that location. processing may be faster or slower depending on the country.

i am not sure about the rules regarding sending PP out of the country. eg If you are Indian citizen staying in India then the rule is you cannot send PP out of the country without some paperwork. so your case depends on whether you are staying in your country of citizenship or is the situation different? either way you should find out more about this.
maybe other forum members know about this.

Yes. Couple of stuff here.
Canadian consulate will not have any objection to post you stamped passport to USA address. As per Indian rule you need to get auth. from Indian offical to send passport across national boundries. I understand you will easily get it from Passport office near you.

--------------you should have informed them about your new address but according to new rule it is upto Buffalo to transfer the file or not

Thanks for the excellent reply guys -- it's very useful info. Actually I did inform Buffalo about my move last year and sent them my new address, telephone number, and job contract. However, I didn't hear anything back from them on this, so I had no idea what they would do, hence the queries.

One more question if I may: does anyone know how to write an authorization letter allowing someone else to carry your passport (only if needed -- I may end up going to Buffalo myself to get it stamped provided I have the time off from work)? Does it have to be notarized, etc.? If anyone has done this, please post :-)
