Card not received

My Card was mailed but not yet received and it has been about 3 weeks now after it was mailed. I had given forwarding address to USPS since I had changed my address. I had also filed AR-11. Looks like it has not been forwarded and may have gone back. Online status still says card mailed.

What do you suggest is next step? Did any of you face the same situation and how did you resolve it.
 
Did you call NCSC?

To update your address, please call the National Customer Service Center at (800) 375-5283
 
received the card. It has been forwarded to my new address as expected. But it took a while to get forwarded.. something to do with USPS.
