Cant get Birth certifcate & non-availability certifcate

Hi

I don\'t have my Birth certificate, so i got two affidavit from my uncle\'s.

I could not get the non availability certificate from the municipality because they refused to give it.

In this scenario, will the two affidavit along with supporting documents like school leaving certificate, Baptism certificate , school passing certificate which has date of birth, be sufficient

If i can not get the non-availability certificate is there any other option for it or any other place from where i can get it.

Can you get anybody with a official letterhead in any local body in your country just to give a non availability letter? Even a local notary can give such a letter. All the notary has to say is that so and so\'s record is not to be found in this municipality\'s records because of (reason like parents did not register, registration is not a tradition etc.). Local church/temple/mosque authority can also give such a letter..
Of course, use other supporting certificates too.
