Cannot get non availability certificate for parent

I am in the process of applying for a I-485 for my mother who is currently staying with me. We have not been able to get the non-availability certificate for her as the office in Madurai is not willing to issue the certificate even though we have provided her SSLC certificate and primary school records. We have no relatives/contacts in Madurai and have exhausted all options of obtaining a non-availability certificate.

We do have all the secondary evidence: SSLC certificate, affidavits of birth, school records etc.My birth certificate is also available showing the relationship. Has anyone out there been in a similar situation? Is it possible to obtain a green card without a non-availability certificate for a parent? Has anyone tried legal help?

Can you tell me what did you do in this situation ? We are also not able to get the certificate from madurai and have a rfe requesting the same.

Hi.. I am about to file a i-130/i-485 for my parents as well and my father and mother both do not have their birth certificate.. i only have their Indian Passport (which has DOB, their parents name) .. and their SSLC certificate that has only DOB and father's name.. i do have two affidavits from relatives certifying the birth..

We have no earthly idea how one could get a certificate/letter from the authorities ?? Did you get a RFE requesting this ?

could you please confirm.
