Canadian citizens accompanying Nepalese friend on B2 visa visiting his student girlfriend

We are Canadian citizens that have invited our Nepalese friend to Canada last year on a Temporary Resident Visa for vacation but was refused because he did not satisfy the Visa officer that he would return to his country due to family ties and financial funds. This man is 34 years old and has a loan for paying off his girlfriends study in University in Texas. He has a permanent full time job as a trekker with the same company for many years now.
We thought that if Canada does not believe he will return to his country ,then maybe we can try to bring him to the States. We are his sponsor and will take charge of his expenses .His visit would be in July -August 2013.
My questions are, does he need to show his bank statement? If so how much is he supposed to have approx?
Does it help him to get the visa if he mentions that his girlfriend has been in the States studying for a couple of years now and can prove it?
Also are we considered as sponsors if we are to provide for his needs even though we are not Americans? But we can prove that we can take care of him financially?
Does he need to show travel insurance on his application? And a return airline ticket? Is it too late to apply for this summer 2013?
