Canadian Citizen applying for Green Card

My sister is a U.S. Citizen and she will be applying with the I-130 petition papers for my mother. My mother is Canadian citizen (born there) but she resides in El Salvador, not Canada. While the petition is pending can she come visit to the U.S.?

Also i have another question.

I was wondering if my mother should enter the papers in the U.S or in El Salvador. I am wondering which one would be easier and take less time?
