Canadian application buffalo

I don't know much about how to go about canadian application. I'm filling out the forms to apply at the buffalo office. Can any of you guys help me out on the following:
1. Do i need to submit police reports from USA or Pakistan at the time of application or do I do that later ? Can I submit the application without the PCC.
2. If I submit documents for English proficiency, will they just give me a score based on what they think. I was under the impression that if they don't agree with my claim of proficiency they will ask me to take the IELETs test. Is that always the case or will they just give me a lower score.
3. My wife has a sister in Canada who is a PR. But I don't have the copy of her landing record at this time. Can I submit that later when they ask for it.
4. Does the canadian embassy contact my current employer for any reason? I did'nt want my employer to know of my intentions. Is there any way I can mention this in my application.

Appreciate any help from Gurus out there.

Its better to submit everything upfront. there are some here on the forum who submitted FBI, PCC later when it was asked for. Some of us submitted everything at the time of application as CIC guide for filling forms states that you must submit PCC, FBI at the start only (though they never returned the applications of those who did not submit at the beginning. so its your choice)

As for IELTs its pretty random. If you can give it that will be the best, if not then write a letter about your English proficiency and see what they say. They did not ask me for IELTs.
I don't think they will ask for proof of relations in canada, get a copy of her PR card and submit it. When you claim on the form that yes you have family in Canada then you have to submit proof. They might consider incomplete application.

About canadian embassy contacting employer, I have no idea. If they do you may never know about it unless the employer tells you. I don't think you can indicate anywhere that you do not want them to contact.

Thank you for your reply. This certainly does help. I believe I can file everything now except for FBI since it takes time. I plan on writing a letter for English proficiency. Thanks again

My wife (for her Canadian PR) got her FBI prints in two weeks time in early 2006. We were instructed to write in bold on the outside of the envelope "Need by mm/dd/yyyy". We got them back a few days before the date we wrote. Worth a shot.
