Canada Immigration Visa

Hello everyone: My query is that, I wish to apply for Canada Immigration Visa, at the Buffalo, New York center, as currently, am resident of United states for past 1 year. But I wish to choose, New Delhi, India as the preferred Visa Office in the Visa application, as I might leave for India soon. By doing this, would I forego the underlying benefit of expedited processing by applying from US, and attract the Indian processing time, which is 3 years, at the moment.
