Canada H1 Stamping

Hey!!!
Guys can I anyone give me some info...if still we can go to canada for H1 stamping..or do we have to go to india..I heard tht a new law has been passed (not sure though...)....and at which embassy in canada(toronto,montreal,otawwa) is getting H1 visa stamping easier and faster....with more chances of getting approved...guys i really appreciate you help...please do reply.....thx a lot.... I really need this info badly....

--- you can go to Canada or Mexico for Visa stamping but if H1 Visa rejected then go stright to India from Canada or Mexico
or do we have to go to india..
