Can you still get the Lottery Visa if your banned?

I got a 10 year bar and 8 more to go does this apply to me or can i enter?

You can apply but never get a GC.

Well, as the name "10 year ban" suggests, he can potentially get a gc after the 10 year ban has been satisfied. So, in his case, he would need to wait 8 more years before applying.
