Can you get arrested for not having your green card at a check point?

I am a permanent resident of the US and went through a check point yesterday. I forgot my resident alien card at home and the border patrol told me that he could arrest me for not having the card with me. Is this true, or was he referring to detaining me, which means a completely different thing. Does anyone know where I can find this out.

If you are going across the border, you not only need your GC, but also will need your passport.

Examples of such checkpoints: in CA, on the I-5 and I-15 in North San Diego County. I have also encountered a checkpoint in New Mexico.

I have also gone through them in Northern New York State.
