Can we file H1 to H4 Change of Status in Premium Processing?

My Visa expires on November 5th 2013. As my driving license expires on the same day, Can I file my COS from H1 to H4 in premium processing?

No, this is not possible. You can apply for change of status. . Then you can apply for premium processing.
