Can we enquire Status from USCIS

Many people with I-485 receipt date 2001 got FP notices. One of my friend has RD 2000 and he didn't get FP notice yet. He called up the 800 number at the I-485 receipt and they didn't tell him anything. Is there anyway he can make an enquiry from the USCIS in writing ?

I tried this before and it didn't work. They will send him a letter in the mail in about 6 month and tell him the long story of 195,000 assylum applications are pending and only 10,000 visas are allowed every year Bla Bla Bla !!!!. Unless the case status inqury comes from a congressman office, they won't bother to give him a useful answer.
