Can we appeal denial decision of expedite request?

Hi guys, I'm just wondering here. If we applied for expedite request and had given the appropriate reason + proof and it happen to be one of our bad day getting taken care of by a picky officer who denied the request.
Can we appeal the decision?
What should we do to appeal the decision?
Will calling our senators or conggressman work in this kind of case?
