Would someone let me know whether we can file I-485 consular processing
by using labor substitution for a person working in someother country

yes u can. U dont have to be in the US to apply for green card. The whole process can be done thru CP (cocsular processing ).

You cannot file I-1485 but with labor substitution you can file I-140 for Consular processing. I suggest you look in consular processing forum for more info.
